I've built a lot of Expert difficulty Mark Harrigan lists, but if you're playing on Standard, this build will work a lot better. If you don't like Machete turning off when you need it most, just run .32 Colt (.45 Automatic is just the worst of all worlds, as it were.) Just hard mulligan for a Machete and if you don't draw it, it's no big deal, you have basic attack actions, Practice Makes Perfect, Vicious Blow, and The Home Front, and you'll draw two or three cards a turn.

In Expert, you have to pay an arm and a leg to get your passive to 7 ~ 9 (4 above a 3-5.) Standard, where you only need your passive to be around 5 ~ 7 (2 above a 3-5), allows you to play Safe-Mark, you're less of a glass cannon and then you can just want to build toward victory-point maxxing and reliably winning campaigns. Another thing about Expert is that there is some wild negatives thrown into the bag (-5, -6, -7, -8) so you usually can't avoid a 20% chance of failure like you can in Standard. If you play this deck and don't get all available victory points in a Standard scenario, you failed me personally.

Experience. The following is a basic outline for your how you want to spend experience on Mark throughout the course of a multiplayer campaign.
