I firmly believe that Harvey should not be played as a big-hand seeker. Although he has all of the tools to generate card draw - he simply doesn't have the cards to benefit from the hand size, especially compared to what he can do with a more finely tuned deck.

Instead, we go with a deck that focuses around using this card draw to either fuel our fellow investigators, or fuel our never ending stream of beneficial events and find our combos. The Necronomicon and Library Docent work together to reload secrets, and can help cheat in a Occult Lexicon. Arcane Enlightenment gives us all the slots to hold both our Hawk-Eye Folding Camera and the two tomes, but its not necessary. the Necronomicon is so powerful I would replace Occult Lexicon with it.

Speaking of the Lexicon, the events it gives us, Blood-Rite allow us to discard "dead" copies of Death • XIII that we draw outside of our opening hand.

Finally, the deck is full of draw as well as automatic clue gathering and action compression. This should make Harvey a hoover for clues.

With this build, you will ideally have roughly 4-6 cards in hand when Thrice-Damned Curiosity hits - likely at the start of the game with Mr. "Rook".

Note that this is not taboo friendly, but if you play with the Taboo list I am not sure I would change anything with the exception of starting with something else in the place of Mr. Rook.
